Description
CARE is seeking an experienced Provincial Operations Manager. S/he will provide leadership and direction for MANIEMA Province operational processes. On the admin side, the Provincial Operations Manager will promotes risk management,ensures contract compliance, procurement & inventory, logistics, legal functions, and general administration. S/he will ensures that Maniema Province program support functions are implemented efficiently and cost-effectively, providing high quality services and information to 'clients' at different levels of CARE, and other stakeholders.S/he will foster a values-based organizational culture, ensuring good internal controls and conscientious stewardship of a grant budget of $15 million.
The position requires, accounting knowledge, advance management skills in Procurement and logistic process, a good understanding of Security and Safety principles, as well as the application of 'people-skills' that promote staff development through team-building, coaching, and monitoring.
As a member of the CARE DRC Senior Leadership Team, s/he will participates in decision- and policy-making on matters of Program Support.S/he will reports to the Assistant Country Director- Program support.The Provincial Operations Manager will collaborates closely with the Maniema Provincial Director and the Maniema Programs Coordinators, and serves as the line manager for the Maniema Province, Procurement Officer, Admin Assistant and Logistic Officer.
Responsibilities:
•Staff Performance Management and Security;
•Financial Management: Stay abreast of and ensure Country Office compliance with current tax legislation applicable to the international NGOs;
•Procurement: Supervise all procurement activities. Ensure adherence to CARE and Donor policies and procedures, cost-effectiveness, and timely receipt/disbursement of materials and equipment. Manage Maniema Inventory assets and processes, including analysis of consumption trends, stock levels and other areas to reduce costs;
•Administration: Negotiate and manage lease agreements and other major contracts. Supervise the maintenance and repair of all vehicles, motorcycles and generators, inclusive of monitoring maintenance schedules, fuel usage, registration and insurance. Ensure that the fixed asset register is complete, accurate and up to date and that CARE's insurance coverage is adequate. Ensure that the Maniema Province complies with all Country Office, C/USA and US government anti-terrorism policies;
•Human Resources: Supervise the recruitment process in collaboration with key program and program support staff to ensure quality and compliance with CARE and donor policies. Ensure with the HR team that all staff personal files are updated with key documents.
